Abstract

The article is devoted to the analysis of social guarantees for youth in the spheres of education and employment in Ukraine. The purpose of this article is studying the legal aspects of ensuring social standards, identifies problems and prospects for the development of the system of social guarantees for young people, taking into account national and international legislation. The introduction outlines the relevance of the topic, which is determined by the modern socio-economic challenges facing young people in the conditions of economic instability and military conflict. The basic legal principles of providing social guarantees for young people are considered, in particular the provisions of the Constitution of Ukraine, the Law of Ukraine «On Education» and other legal acts that regulate the right of young people to education and access to employment. Particular attention is paid to the problems of implementing social guarantees for young people, among which insufficient financing of educational programs, administrative barriers, corruption in state bodies and uneven access to social standards in different regions of the country stand out. The analysis also includes a study of legislative initiatives aimed at supporting youth, such as the Law of Ukraine «On Population Employment» and state programs to support youth entrepreneurship, which are designed to provide opportunities for professional development and integration of young people in the labor market. The author also considered the international experience of ensuring social standards for young people. The importance of adapting Ukrainian legislation to international norms and standards, in particular to the provisions of the European Social Charter and the UN Convention on the Rights of the Child, is emphasized. Prospects for improving legislation in the field of social guarantees for young people are considered. In particular, it is proposed to revise the financing of state programs, increase the transparency and accountability of authorities in the implementation of social initiatives, as well as develop new mechanisms for supporting young people in the process of education, employment and entrepreneurial activity. It is noted that the problems of regional inequality require special attention from the state, as well as the implementation of special programs for the development of remote regions, which will ensure access to education, employment and social support.
