On the Comprehensive Impact of Legal Reform on Strengthening State Institutions in Ukraine: Prospects for Justice

The article analyzes the legal reform in Ukraine, which is one of the most important components of the modern reform of state institutions. The purpose of the work is to identify the main achievements, challenges and prospects for the development of legal reform, in particular in the context of improving the judicial system and ensuring the rule of law. The study used the methods of comparative analysis, systematic approach, and content analysis of legal acts and regulations, which allowed for a comprehensive characterization of the reforms.
One of the key achievements of the legal reform is the creation and improvement of the legal framework, which includes the adoption of new codes and laws regulating the judiciary, law enforcement agencies and other state institutions. An important step was also the introduction of new procedures for appointing judges and increasing their independence, which helps to strengthen public confidence in the judiciary. The fight against corruption is a significant part of the reform, which is being implemented through the creation of specialized anti-corruption bodies and the introduction of electronic systems for monitoring the activities of public officials.
However, the reform has faced numerous challenges, including the ineffective implementation of new norms and procedures, due to both bureaucratic obstacles and insufficient qualifications of the reform implementers. The low level of trust in the judiciary and the persistence of political influence on justice remain among the most significant problems that need to be addressed immediately. Institutional instability, constant changes in legislation, and underfunding of the judiciary also impede the effective implementation of the reform.
The authors emphasize that the prospects for legal reform should include further adaptation of Ukrainian legislation to European standards, raising the professional level of judges through systematic training and certification, and ensuring transparency and accountability of judicial proceedings. Special attention should be paid to the development and implementation of mechanisms for public control over the activities of judges and law enforcement agencies. To achieve sustainable results, it is necessary to strengthen cooperation between government agencies, civil society and international partners.
