Abstract

The article is devoted to the comparative legal analysis of public administration and efficiency of institutional structures in Ukraine and the European Union. Against the backdrop of Ukraine's integration aspirations to the EU, it is important to study the legal institutions that determine approaches to governance, identify the main problems and analyze successful European practices that can be adapted to Ukrainian conditions. Given the current challenges facing Ukraine, such as high levels of corruption, insufficient legal transparency, and limited efficiency of public service delivery, the study of legal aspects of public administration is becoming relevant for improving management processes.

The purpose of the article is to analyze the legal institutions and regulatory mechanisms of public administration in Ukraine and the EU countries, to assess their effectiveness, to identify the key problems faced by the Ukrainian public administration system, and to develop recommendations for its improvement based on the European experience. The article uses methods of comparative analysis and examines international indices that assess the quality of public administration. Quantitative research methods are used to objectively assess the effectiveness of management processes in different countries.

The study revealed significant differences between the legal institutions of public administration in Ukraine and the EU countries. Ukraine scores lower in all the indices studied, which indicates a high level of corruption, insufficient development of legal culture and limited economic freedom. At the same time, EU countries such as Poland, Slovakia, Hungary, and Romania demonstrate more developed legal institutions and more effective regulatory mechanisms.

Based on the results of the study, recommendations for improving public administration in Ukraine are proposed. In particular, the emphasis is placed on strengthening anti-corruption measures, increasing legal transparency and accountability of public authorities, reforming the public service, and improving the quality of legal regulation of public services. Further research should focus on a detailed analysis of the legal aspects of governance and the adaptation of successful EU practices to Ukrainian conditions.
