Entrepreneurship security as an object of state regulation

Abstract

The purpose of the article is to study the security of entrepreneurship as an object of state regulation in Ukraine. From the standpoint of public administration science, the feasibility of understanding state regulation of business security in three main aspects is substantiated. Firstly, as a constitutional guarantee enshrined in Article 3 of the Constitution of Ukraine, which reflects a human-centric approach, according to which human security is recognized as one of the highest social values. The implementation of this norm is the main goal of the state's national security policy. In the process of state regulation as a social phenomenon, which is adapted to solve various problems of national security, in particular, issues of ensuring the security of entrepreneurship, a person acts as both a subject and an object of managerial influence. Secondly, as a protective and protective component of state policy, which follows from the provisions of Part 4 of Article 13 of the Constitution of Ukraine that the state ensures “protection of the rights of all subjects of property and business rights” and is manifested in identifying risks and threats in the field of entrepreneurial activity and determining organizational and legal measures aimed at their prevention, detection and elimination. An important area of state imperative regulation is timely response to modern risks and development of standards for ensuring security in business activities. This concerns, first of all, standards of information, environmental, energy, financial security, and occupational safety. Thirdly, state regulation of business security should be considered as an economic component of state policy, which involves the implementation of state regulation through a system of indirect (economic) measures aimed at implementing the component of business security development.
