Peculiarities of political-power relations in the conditions of Ukraine’s integration into the modern space

Abstract

The article examines the main directions of overcoming the dysfunctions of political power in the conditions of high dynamics of modern civilizational changes: strengthening the institutional and functional capacity of power and management structures, increasing the level of openness and interaction of the government with civil society, optimizing (or creating) mechanisms of responsibility of subjects of political power to society, systematic fight against political corruption at all levels of the exercise of power, prevention of overriding the principle of «political expediency» over the principle of the rule of law when making power-management decisions, etc.

Models of political and power adaptation for the conditions of Ukraine’s integration into the modern space are analyzed. It is emphasized that there is no alternative to the democratic development of our state, which requires further development and implementation of democratic models of political-power relations. Considerable theoretical and practical potential for the development of a «national model of democracy» in Ukraine is contained in the concepts of subsidiary democracy and «organized society». Emphasis is placed on the practical implementation of certain elements of liberal, elitist, pluralistic and deliberative models of democracy.

In the context of the development of the information society in Ukraine, a model of e-democracy stands out, the means of which would expand the opportunities of citizens to influence the government: to control its actions, to fight against the inefficient activity of the power-management apparatus, etc. Accordingly, the model of e-democracy significantly simplifies and activates the integration of Ukraine into the modern global democratic space.

It is noted that the models of political and power adaptation for the conditions of Ukraine’s integration into the modern space have a democratic character. They should be based on theories of a neoliberal nature, consensual and subsidiary concepts of democracy, as well as on the achievements of e-democracy and smart democracy.
