Formation of a new global security system as a necessity in the face of new challenges and threats: the role of Ukraine (part one)

Abstract

The article analyzes and examines the issue of forming a new global security system as a necessity in the face of new challenges and threats, as well as Ukraine’s role in these processes. The conducted study is part of the scientific research project “Formation of a New Global Security System: The Russo-Ukrainian War as a Factor in the Evolution of World Politics.” To thoroughly investigate the article’s topic, the author analyzes the following issues: the legitimacy of the current international system, particularly the effectiveness and adequacy of the international security system; the consequences of the Russo-Ukrainian war for the international system, particularly the international security system; the potential necessity of transforming the current international security system or establishing a new global security system as a response to new challenges and threats; and the justification for creating a supranational international institution to control nuclear and other dangerous components, as well as Ukraine’s role in these processes.

In the first part of the article, the study on the legitimacy of the current international system, the effectiveness and adequacy of the international security system, the consequences of the Russo-Ukrainian war for the international system (particularly the international security system), and the possible necessity of transforming the current international security system allows the author to highlight the following key points. The war initiated by Russia against Ukraine has significant implications for global security, many of which remain complex to comprehend and interpret. A particularly alarming issue is the uncontrolled nuclear umbrella under which humanity currently exists. While various models for the development or transformation of the international system can be proposed, humanity will not be able to move forward without the looming shadow of nuclear war until the problem brought by the nuclear age is resolved. Today, the world is undergoing a period of geopolitical and geostrategic reconfiguration at the crossroads of epochs with a non-functioning international security system amid one of the most complex conflicts since World War II, where the aggressor is a nuclear-armed state (possessing one of the world’s largest nuclear arsenals), a permanent member of the UN Security Council, and with a failing nuclear weapons control system. The international system, particularly the international security system established and built after World War II under the leadership of the UN, has now exhausted itself. A new global security system is needed one that not only provides answers to the challenges facing the international community but also enables peaceful development without the fear of nuclear war. Therefore, the world requires a new global security system with new meanings.
