Abstract

The article examines political culture as a key factor in the formation and development of civil society in Ukraine in the context of democratic transformation, external aggression and European integration aspirations. Despite numerous scientific works on political culture, a number of important aspects remain insufficiently developed, in particular, the issue of the influence of political culture on the practices of community self-organization, transformational processes during the war, the relationship between political education and civic activism. The focus of the analysis is on modern challenges that hinder the development of a mature political culture: information vulnerability, distrust of government institutions, institutional weakness of the state, and fragmentation of civic activism. Based on the analysis of the typology of political culture and its manifestations in modern Ukrainian society, the main trends in its evolution are outlined - from a passive, subject-based to an active, participatory model. Special attention is paid to the role of the Revolution of Dignity, war and volunteer movement as factors of activation of civic consciousness and formation of horizontal connections.

The article also analyzes the specifics of the national model of political culture, which should take into account historical features and at the same time be oriented towards European values: the rule of law, political responsibility, civic activity and respect for human rights. The author justifies the need for intersectoral interaction of the state, public organizations, educational institutions and the media to overcome existing barriers and form a political culture that can become a resource for the sustainable development of civil society in Ukraine.
