Abstract

The purpose of the study is to analyze the challenges of legal regulation of arms control in the future Ukrainian context, particularly in the context of post-war reconstruction, integration into European legal standards and adaptation to modern technological challenges. Particular attention is paid to the harmonization of national legislation with international norms, the introduction of effective monitoring mechanisms and the prevention of illegal arms trafficking.

The study uses an interdisciplinary approach that combines legal, social, economic, and technological analysis. The structural-functional method was used to analyze the current legislation of Ukraine, as well as forecasting to assess the prospects for the introduction of digital tools in the field of arms control. The results of the study indicate a number of key challenges in the legal regulation of arms control. First, there is insufficient harmonization of national legislation with international standards, in particular with the provisions of the Nuclear Non-Proliferation Treaty and the Chemical Weapons Convention. Secondly, there is a lack of an integrated arms trafficking monitoring system that incorporates the latest technologies, such as artificial intelligence and big data. Third, there are legal and organizational gaps in ensuring post-conflict disarmament and reintegration. Fourth, there is a need to improve mechanisms of international cooperation, particularly in the fight against illicit arms trafficking.

A number of recommendations are proposed to overcome the identified challenges. In particular, they include the creation of an integrated digital platform for monitoring arms trafficking, the development of national demobilization and reintegration programs for post-conflict regions, and the formation of comprehensive legal acts based on international experience and current challenges.

The importance of Ukraine's active cooperation with international organizations, such as the UN, OSCE and NATO, in order to create effective global and regional arms control mechanisms is particularly emphasized.

This study makes a significant contribution to the theoretical and practical framework of legal regulation of arms control, identifying areas for further improvement of the legislative and organizational framework in this area.
