The use of modern information systems and databases in the procedure for identifying illegal migrants by the State Border Guard Service of Ukraine

Abstract

This article examines the use of modern information systems and databases in the process of identifying undocumented migrants by the State Border Guard Service of Ukraine. Effective management of this phenomenon requires the implementation of technological solutions that ensure rapid identification of individuals while mitigating risks associated with irregular migration, such as human trafficking, crime, and threats to national security. 

The aim of the article is to identify opportunities for improving the procedure of identifying undocumented migrants through the use of modern information systems and to analyze their potential for ensuring effective migration flow management. 

Using the system analysis method, the existing information systems and their integration into the work of the border service were assessed. The comparative analysis method was employed to evaluate the effectiveness of international experience in implementing information technologies, while empirical methods were used to analyze the operation of information systems in the activities of the State Border Guard Service of Ukraine. 

Special attention is given to the use of biometric data in the identification process of undocumented migrants, such as fingerprints, facial recognition, and other parameters. The study analyzes existing international databases, including IDENT, EURODAC, and SIS, as well as national platforms used by the State Border Guard Service of Ukraine. Challenges related to the protection of personal data stored in these databases are also considered. The use of such systems must comply with international standards, particularly the General Data Protection Regulation (GDPR). 

The research findings highlight the necessity of further integrating modern information systems into the activities of the State Border Guard Service of Ukraine, improving the regulatory framework, and adapting international experience to Ukrainian realities.
