Innovations in Public Administration in Ukraine: Reforms, Achievements and Challenges

Abstract

The purpose of the article is to study the results of the reforms carried out, to identify the achievements and challenges faced by public administration in the process of implementing innovative approaches. To achieve this goal, the author used general scientific research methods - analysis of scientific sources, synthesis, comparison and generalisation. The results of the study show that public administration is an activity aimed at meeting public needs and implementing state policy and carried out by certain entities (public authorities, local self-government bodies). Public administration in Ukraine is a complex and multifaceted system that requires constant improvement and adaptation to modern challenges. Today, the public administration system in Ukraine is plagued by destructive elements, such as low levels of transparency and openness, unclear separation of political and administrative functions, insufficient qualifications of public authorities and lack of disciplinary responsibility. This needs to be addressed immediately through public administration reform and the introduction of innovative approaches. In this context, it is important to define strategic and improve the legal framework. The main goal of the Public Administration Reform Strategy of Ukraine for 2022-2025 is to create an efficient service and digital state that protects the interests of citizens in line with European standards and experience. Innovations in public administration are new forms and methods of work, modern management technologies aimed at ensuring social development. Examples of innovative activities in the field of public administration include the use of effective management methods, strengthening the market orientation of state institutions, and the formation of government agencies based on new organisational principles. The conclusions state that reforms in public administration are a key element for achieving an effective, transparent and accountable state apparatus in Ukraine. It is important to understand that innovation is a long-term process, and obstacles and challenges are an integral part of it, so the government should be ready to adapt and improve.
