Abstract

Objective. The aim of this article is to study disinformation as a threat to democracy and public administration, in particular, in the context of the war in Ukraine. The article focuses on the analysis of the impact of disinformation on socio-political processes, the mechanisms of its dissemination and the assessment of the effectiveness of existing strategies to counter information manipulation. In connection with the large-scale information aggression of Russia against Ukraine, the problem of disinformation is of particular relevance for the stability of democratic institutions and the functioning of public administration in war conditions.

Methods. To achieve the stated goals, an integrated approach was used, including an analysis of modern theoretical approaches to understanding disinformation, a study of real examples of its use in information campaigns, and an assessment of the effectiveness of state and international strategies to counter disinformation. The analysis is carried out using the methods of content analysis, comparison, and assessment of the impact on democratic processes and the effectiveness of management decisions.

Results. As a result of the study, the main mechanisms of disinformation dissemination, its sources were identified, and the impact of disinformation on democratic processes, in particular, elections and public opinion, was studied. The analysis showed how information manipulations can undermine trust in state institutions and distort political discourse. The influence of disinformation on decision-making in public administration, in particular, in crisis situations arising during war, was studied. Methods of combating disinformation were studied separately, in particular, fact-checking, legal regulation of the information space and initiatives to improve media literacy.

Conclusions. The study proposed a number of recommendations for improving strategies to counter disinformation aimed at protecting democratic processes and ensuring effective public administration. Particular attention is paid to the importance of strengthening media literacy among the population, maintaining effective fact-checking and improving legal regulation in the context of the modern information environment.
