Interaction of law enforcement agencies in the context of ensuring national security of Ukraine: concept, meaning and development prospects

Abstract

The article is devoted to certain theoretical and practical aspects of the interaction of law enforcement agencies of Ukraine for the proper provision of national security in the current conditions. An analysis of scientific sources, regulatory legal acts and modern practice was conducted, which allowed to deeply comprehend and determine the conceptual meanings of key concepts for the qualitative conduct of subsequent research. The work pays special attention to clarifying the role and functions of the main entities of the law enforcement system, in particular, the National Police of Ukraine, the Security Service of Ukraine, the State Border Service of Ukraine, the National Guard of Ukraine, and the differences between their powers related to the national security of Ukraine. The article clarifies the legal basis and mechanisms for coordinating their activities during the implementation of the assigned tasks. A detailed analysis of the concept of "national security" and its distinction from "state border security" and "border security" is carried out. The author's vision of interaction and national security is formulated. The correlation between the quality of law enforcement agencies' performance of their functions and the interaction between them is revealed. A number of problematic issues of cooperation are separately highlighted and specific recommendations are given regarding mechanisms for its improvement through the development of new legislative initiatives, the introduction of innovative technologies, the creation of a single digital platform for information exchange, joint exercises, etc.

Thus, the article contains a theoretical justification and practical improvement of the interaction of law enforcement agencies of Ukraine, which is important for effectively ensuring national security in the face of modern challenges and threats, including in the context of martial law in the state.
