Abstract

The purpose of the article is to provide a comprehensive analysis of the institutional capacity of the Mejlis of the Crimean Tatar people in the context of its ability to maintain political subjectivity, legitimacy and effectiveness in the difficult conditions of the temporary occupation of Crimea, repression and forced exile. The author seeks to identify the key mechanisms that ensure the sustainability of this institution, including elements of self-organisation, networking, international advocacy and participation in public policy.

The methodological basis of the study is an institutional approach combined with theories of political subjectivity, legal recognition and non-violent resistance. The author relies on the content analysis of scientific and human rights sources, the study of the regulatory framework, as well as a comparative study of the practices of the Mejlis' participation in the domestic and international political process. Considerable attention is paid to the interpretation of self-organisation practices as a factor of survival in the face of repression.

It is proved that the Mejlis of the Crimean Tatar people functions as a political entity capable of influencing the formation of state policy, forming public legitimacy through the Kurultai, participating in international forums and building cross-border coalitions.

The article emphasises that the Mejlis of the Crimean Tatar people successfully combines elements of traditional self-government with modern mechanisms of political legitimation, especially in the context of a hybrid war. Despite Russia's attempts to discredit the representative body through information attacks and the creation of puppet structures, the Mejlis of the Crimean Tatar people has retained its moral authority and legitimacy. This became possible due to the flexibility of the institutional structure, adaptability to new challenges and a consistent communication strategy.

It is emphasised that the institutional capacity of the Mejlis is the result of a targeted strategy of self-positioning, internal democracy and network mobility. It ensures not only the preservation of the identity of the people, but also creates conditions for active participation in shaping the policy of de-occupation of Crimea. The experience of the Mejlis can be used to develop models of representation for other communities under pressure from repressive regimes.
