Legal regulation of the status of the mass media in the context of ensuring information security

The issues of legally establishing the status of the mass media, precisely in the context of ensuring information security in Ukraine, are of decisive importance for the development of the Ukrainian national state. Conducting scientific research on the issue of legal regulation of the status of the mass media in the context of ensuring information security in Ukraine and the world is appropriate and a priority at the current stage of the struggle for Ukrainian statehood. The article highlights the most controversial issues of legally establishing the status of the media (mass media) in the context of ensuring information security, namely: defining and establishing the structure of the media (mass media), outlining the modern features of the media (mass media), establishing legal personality and establishing the rights and obligations of the media (mass media), identifying guarantees of the legal status of the media (mass media) and determining their effectiveness, revealing the algorithms for imposing sanctions and the features of holding the media (mass media) accountable. The purpose of the scientific article is to establish controversial and problematic issues of legal regulation of the status of the mass media in the context of ensuring the information security of the Ukrainian state and mastering the proven experience of countries around the world in terms of the legal foundations of the functioning of the mass media. The expediency of developing and adopting the "Information Code of Ukraine" as an instrument for regulating the information sphere in Ukraine is substantiated. It is proved that the information block cannot be autonomous in legal regulation, but it requires sustainable, stable development and guarantees of ensuring free functioning, which requires the creation of an appropriate legal space. It is summarized that numerous recommendations of international institutions are reduced to a new understanding and, accordingly, consolidation of the legal status of the mass media in the context of freedom of speech, expression of views, search, transmission and receipt of information are indispensable for democratic processes and, of course, one of the most important prerequisites for ensuring other human rights and freedoms, the real implementation of the principle of separation of powers, democracy, state formation.
