Abstract

This article presents a comprehensive analysis of administrative responsibility for violations in the field of state control, taking into account the current legal, institutional, and technological transformations in Ukraine. The study aims to identify key shortcomings of the existing enforcement framework, such as the ambiguity of legal provisions, inconsistency in judicial practice across regions, insufficient professional training of officials, and the underuse of digital tools in administrative procedures. A combination of systemic, formal-legal, and comparative-legal methods is applied alongside an empirical analysis of more than 80 administrative court decisions, enabling a multifaceted evaluation of the current state of administrative accountability. In the article substantiates the need for reform of the administrative-legal mechanism of state control through the principles of legal certainty, uniform enforcement, and enhanced professional competency among regulatory personnel. The paper offers practical recommendations to improve the enforcement of administrative sanctions, including procedural unification, development of judicial guidelines, specialized training programs for control officials, and the digitalization of enforcement practices. Special attention is given to the factors that cause regional disparities in judicial decision-making, which compromise the principle of legal equality and undermine public trust in state oversight institutions. The findings have significant theoretical and practical implications, providing a scientifically grounded basis for the modernization of administrative liability mechanisms in line with the challenges of contemporary public governance. The proposed approaches contribute to the development of an updated enforcement model founded on efficiency, legality, and technological innovation. These conceptual insights can inform further legal research, legislative reforms, and public administration training. The study concludes that achieving effective administrative responsibility in state control requires an integrated approach that combines normative improvements, professional development, and digital transformation into a coherent reform strategy.
