Evolution of civic activism in Ukraine: challenges of hybrid warfare and information pressure

Abstract

The study aims to analyze the transformation of civic activism in Ukraine in the context of hybrid warfare and information pressure, with a special emphasis on the impact of disinformation and cyberattacks. The task of the work is to identify key changes in the forms and methods of activism, assess their effectiveness in ensuring social stability, and develop practical recommendations for non-governmental organizations to counter modern challenges.

To achieve this goal, a comprehensive approach was used, which includes a review of scientific literature on civil society, hybrid warfare, and information threats, an analysis of empirical data on the activities of volunteer movements, as well as case studies based on examples of public initiatives after 2022. Additionally, sociological data on the level of civic activity were used, which made it possible to assess the scale of citizen involvement in volunteering and their reaction to information challenges.

Civil society in Ukraine is found to be actively adapting to the conditions of hybrid warfare, using digital platforms such as Telegram and Facebook to coordinate volunteer initiatives and mobilize resources. Volunteering has become a key element of social resilience, contributing to meeting humanitarian and defense needs. However, activists face serious challenges, including disinformation campaigns that undermine the credibility of their work and cyberattacks that threaten the security of communications. Increasing media literacy has proven to be an effective tool for countering manipulative narratives. Still, it needs to be more widely implemented among students, civil servants, and the military and as part of public education initiatives in regions bordering the war zone.

Civic activism in Ukraine has demonstrated significant adaptability, but its long-term sustainability depends on strengthening cybersecurity and practical strategies to counter disinformation. Recommendations for NGOs include implementing media literacy training, developing secure communication platforms, and working with government agencies to protect the information space. These measures will help strengthen civil society and its ability to function effectively in the face of modern challenges.
