The relevance of the topic is emphasized by the urgent need to develop effective strategies to ensure social stability. At the present stage of development of Ukrainian society, the social policy of the State is of great importance and covers various spheres of its life. The purpose of the article is to analyze the reform of Ukraine's social policy in the context of European integration. The author analyzes the measures implemented within the framework of the reform of decentralization of public power in Ukraine and their impact on the functioning of social policy. A comprehensive approach allowed us to combine the analysis of scientific sources, comparative analysis of domestic and foreign experience, sociological methods of studying public opinion and expert assessments. Structural-functional and statistical methods and content analysis of publications, reports and results of sociological research were universal research tools that contributed to a thorough study of socio-political phenomena and processes.
The article highlights the achievements of decentralization reform as an important component of building a “welfare state” and the shortcomings of its implementation. It is stated that currently we can only assess the intermediate results of the reform, as the global Covid-19 pandemic and the full-scale invasion of the aggressor country into the territorial integrity and independence of our country have led to the adjustment and postponement of a number of planned activities and processes. Migration processes and the constant change in the number of internally displaced and evacuated persons not only change the demographic picture in Ukraine, but also require new approaches to modeling the provision of administrative services, social services, healthcare, education, etc. Destruction of the infrastructure of settlements, destruction of roads and other events, phenomena and processes affect the efficiency and effectiveness of social policy reform in Ukraine. The author emphasizes the need to take measures to reduce the gap in living standards between Ukrainians and the population of European countries. It is stated that decentralization has a significant impact on social policy in Ukraine, contributing to the improvement of the quality and accessibility of social services for citizens. The prospects for the development of social policy and the implementation of the planned steps depending on the priority set by the state are outlined.
