The impact of legal reforms on safeguarding the state’s economic security during the post-war recovery period

The article explores the issue of ensuring Ukraine's economic security under martial law and during post-war recovery, which is one of the key prerequisites for maintaining state sovereignty, socio-economic stability, and integration into the European space. The relevance of the topic stems from the growing internal and external threats, the transformation of economic risks, the intensification of militarization processes in the region, and the need to rethink national security policy in a new geopolitical context. The purpose of the study is to systematize scholarly approaches to interpreting the economic security of the state in times of crisis, to analyze the current legal mechanisms for its provision, and to identify the challenges and prospects of institutional reform in the post-war period. Methods. The research applies structural-functional and systems approaches, methods of comparative analysis, generalization, content analysis of academic sources, as well as the legal-logical method for evaluating the regulatory framework in the field of economic security. Results. Contemporary concepts of economic security have been analyzed, priorities for its reform have been identified considering the impact of war, and the relationship between regulatory frameworks and the effectiveness of institutional responses has been substantiated. It has been established that the current system is situational and requires rethinking with a focus on long-term resilience, a balance between national and international economic interests, institutional integration, transparency, and strategic planning. Conceptual directions for legal reforms are proposed in combination with the modernization of institutional mechanisms, forming the foundation for a new model of economic security under post-war transformation conditions. Conclusions. It is concluded that strengthening economic security in wartime and post-war recovery requires not only legislative changes but also the creation of an adaptive model of public governance capable of ensuring sustainable development, investment attractiveness, and social stability of the state. The practical value of the study lies in developing an analytical foundation for updating state policy in the field of economic security during the post-war recovery, with an emphasis on comprehensive legal reform aimed at ensuring regulatory clarity, transparency, and alignment with European standards.
