The synergistic effect of cooperation between partner cities of Ukraine and the European Union in advancing the state’s geopolitical course

This article explores the synergistic effect of cooperation between partner cities in Ukraine and the European Union, positioning international municipal collaboration as a strategic instrument for advancing the state’s geopolitical trajectory. Methods. Drawing on a multidisciplinary methodology—incorporating historical, comparative, systemic, and statistical approaches — Results the study investigates the historical preconditions for the emergence of city partnerships within the context of Ukraine’s post-Soviet legacy and evolving political landscape. Special attention is given to the transformation of inter-city collaboration following Russia’s full-scale invasion of Ukraine, which has expanded beyond humanitarian assistance to include innovative technological and digital initiatives aimed at fostering smart city development.
The analysis emphasizes the role of city twinning in enhancing Ukraine’s geopolitical agency as it pursues its constitutionally enshrined course of European integration. This is reflected in the proactive adoption of EU regulatory frameworks and urban development standards, as well as in the application of European expertise and best practices during the recovery of Ukrainian cities from the consequences of military aggression.
Conclusions. The study finds that, in the aftermath of the invasion, Ukrainian cities terminated partnerships with municipalities in the Russian Federation and Belarus, and signed 2,018 new cooperation agreements with cities across the European Union and North America—thereby reaffirming their strategic orientation toward European values and institutions. Emerging areas of international cooperation between Ukrainian and EU partner cities are identified, including digitalization, the application of artificial intelligence, and the pursuit of climate neutrality. These initiatives not only contribute to the qualitative transformation of urban infrastructure but also reshape the broader culture of urban coexistence. The study demonstrates that such cooperation constitutes one of the most effective instruments for advancing Ukraine’s geopolitical course.
