Digital platforms of state communications as a factor in decision-making

In the contemporary information society, digital platforms of state communications are evolving from instruments of rapid information dissemination into a system-forming mechanism of interaction between government and society. They ensure transparency and inclusiveness of the decision-making process, broaden citizen participation, and create conditions for governmental accountability. At the same time, their use is accompanied by a range of risks – from cyber threats and data breaches to challenges of digital inequality and algorithmic distortions—which underscores the need for comprehensive scholarly analysis.
The methodological framework of this study is grounded in structural-functional and institutional approaches, complemented by a comparative analysis of academic research and practical cases of digital platform implementation. The tools of content analysis, systematization, and generalization are applied to identify the functional characteristics of platforms and the risks associated with their use.
The article demonstrates that digital platforms facilitate the formation of an interactive space for communication between public authorities, business, and citizens, and enhance the efficiency of administrative processes through automation and the application of advanced technologies (Big Data, artificial intelligence, algorithmic analytics). The role of digital platforms of state communications in the decision-making process, both political and administrative, is defined. Key challenges and risks are identified, including cyberattacks, disinformation and manipulation in the digital environment, issues of personal data protection and state secrecy, algorithmic bias, low levels of digital literacy, digital inequality, and institutional overload resulting from massive forms of electronic participation. It is confirmed that digital platforms of state communications contribute to the democratization of political processes and foster a new model of interaction among the state, citizens, and international partners. Addressing the existing risks requires a comprehensive state policy encompassing the development of cybersecurity systems, the enhancement of citizens’ digital competencies, the advancement of inclusive tools of e-democracy, and the introduction of transparent procedures for citizen engagement.
