Abstract

The article presents a comprehensive analysis of the role and specific features of the regulatory application of the Ukrainian Common Procurement Vocabulary DK 021:2015   within Ukraine's public procurement system, in the context of European integration and the harmonization of national legislation with European standards and its correlation with the European Common Procurement Vocabulary (CPV). The study examines the legal framework for the implementation of CPV as an international classification standard for goods, works, and services in public procurement, aimed at ensuring unification and standardization of procurement procedures at the national level.

The article analyzes the peculiarities of adapting the unified European classification system to the specifics of Ukraine’s legal framework and procurement practices. Particular attention is paid to the role of Ukrainian Common Procurement Vocabulary and CPV as a tool for ensuring transparency, non-discrimination, and fair competition in procurement procedures, as well as its importance for statistical analysis and monitoring the efficiency of public spending.

The functioning of Ukrainian Common Procurement Vocabulary within the electronic procurement system Prozorro is examined as a technological solution that enables automation of classification and procurement search processes. The hierarchical structure of the vocabulary, the principles of procurement item coding, and the mechanisms that ensure classification accuracy and clarity are analyzed in detail.

The study identifies key practical challenges in the application of Ukrainian Common Procurement Vocabulary, including difficulties in selecting appropriate codes for specific goods and services, ambiguity in the interpretation of certain classification categories, and the lack of methodological support for contracting authorities regarding the correct use of the vocabulary.

A set of measures is proposed to optimize both regulatory provisions and practical use of Ukrainian Common Procurement Vocabulary, including the development of detailed methodological guidelines, improvement of automated control tools within the Prozorro system, enhancement of training for procurement stakeholders, and the creation of mechanisms for promptly resolving classification-related disputes.
