Characteristics and classification of humanitarian diplomacy instruments and their impact on international and national policies

Despite the active development of the use of humanitarian diplomacy instruments in the foreign policy of states and international organizations, the academic community has not yet established a unified and consistent methodology for defining and classifying such instruments.
The purpose of the article is to systematize theoretical knowledge and to develop and substantiate a unified classification of humanitarian diplomacy instruments that will facilitate the explanation of their functional components and clarify their impact on international policy and the policies of individual states.
The research methodology combines comparative analysis, a review of scientific literature, and the case study method. The study draws upon contemporary academic sources, analytical and regulatory materials of international organizations, as well as the author’s prior findings. The case study method and comparative analysis were used to compare the humanitarian diplomacy instruments of different states.
The results indicate that most existing scientific publications focus on isolated manifestations of humanitarian diplomacy without forming a single structural classification. The unified classification presented in this article organizes instruments according to various characteristics, thereby providing a foundation for further comparative research, the development of a comprehensive typology of instruments, and the formulation of complex humanitarian diplomacy strategies.
The conclusions prove that the introduction of a unified classification allows overcoming the fragmentation of existing approaches, ensures the comparability of practices across various international actors, and establishes one of the fundamental pillars for advancing humanitarian diplomacy as a distinct domain of international relations. The practical significance of the proposed classification lies in its potential to build a toolkit for forecasting the outcomes of humanitarian diplomacy practices, developing new instruments, and forming more effective actions within international relations.
