Theoretical and Practical Model for Modernizing Public Administration of Port Environmental Procedures

Abstract

The aim of this article is to substantiate the ways to update the public administration of port environmental procedures on the basis of the current legislation, the internationally-legal standards and the best practices of governance, as well as to develop a theoretically-applied basis and the creation of a scientific basis for their future transformations. The article formulates the directions of the improvement of public administration of the environmental mechanisms in ports, adduces the author`s theoretical developments of conceptual and categorical apparatus. The methodological basis of the research includes the content-analysis of the normative documents, the theoretical generalization, the systematic approach to the development of copyright definitions, the scientific forecasting, the legal modeling, the comparison and the abstraction. The main results of the research include the definition of the components of modern greening of ports, the impact of globalization and transnationalization of the legal regulation on the renewal of the organizational and legal components of national public administration, the characteristic of manifestations of the public administration of port environmental procedures, the actualization of an attention to the interaction of ports and port cities, which necessitates a systematic review of approaches to the management of the port territories, the water areas, the coastal regions, as well as the definition of the directions for updating the concept of the public administration of ecological control and other environmental procedures in seaports with the allocation of sets of tools for such administration. The conclusions highlight the need for the additional researches to develop a modern sectoral model for the modernization of the public administration of port environmental procedures, focused on the theoretical substantiation and the practical implementation of comprehensive measures to ensure the ecological safety of the port zones and the coastal regions.
