Civil society as a leading actor in the protection of human rights during escalating violence

The purpose of the study is to examine the role of civil society in the protection of human rights during the escalation of violence and to analyze its functions as an autonomous social actor capable of influencing political and legal processes. Special attention is given to the mechanisms of interaction between non-governmental organizations, activists, local initiatives, and state institutions, as well as to the assessment of the effectiveness of their actions in crisis conditions. The methodological basis of the research includes system-structural, comparative, and sociological approaches, which allow for the investigation of the structure of civil society, its institutional and organizational forms, and the specifics of its impact on human rights protection in conflict situations. The study employed a review of scientific publications, as well as a case study method to identify the key factors influencing the effectiveness of civil society activities.
The results of the study demonstrate that civil society functions as an independent monitor and protector of human rights, capable of rapidly responding to threats, shaping the information environment, providing social support to vulnerable groups, and influencing decision-making by state authorities. It has been established that the effectiveness of its activities largely depends on the level of coordination with other social and political actors, access to resources, the competence of activists, and the ability to adapt to changing conditions. Practical mechanisms include the creation of interaction platforms, educational programs, advocacy campaigns, and human rights initiatives that contribute to strengthening legal guarantees and civic awareness.
The conclusions emphasize that civil society is a key element of stability and democratization of social relations during the escalation of violence. The research results allow for recommendations on developing strategies for coordination between civil society organizations and state institutions, enhancing professional training of activists, and utilizing digital tools for monitoring and protecting human rights. Prospects for further research are associated with assessing the long-term impact of civil society activities on the legal environment, adapting interaction models in various social contexts, and improving methods for comprehensive monitoring of human rights violations.
