Abstract

The article is devoted to the study of problematic issues and tactical principles of conducting a scene inspection. It is determined that a scene inspection is a type of investigative inspection, which consists in studying the material situation, identifying and fixing traces of a criminal offense and the offender.

The purpose of the article is to clarify problematic issues and tactical principles of conducting a scene inspection. To achieve a scientific result, the following goals and objectives were set: 1) to clarify and outline the problems that arise during a scene inspection; 2) to determine the purpose and objectives of a scene inspection; 3) to outline the stages of conducting a scene inspection; 4) to reveal tactical principles (techniques and tactical and organizational measures) that contribute to the effectiveness of conducting a scene inspection.

It was found that in practice, there are often cases of shortcomings and errors in the preparation of a report on the inspection of the scene of the incident, namely: incomplete reflection in the report of the material situation of the inspection site, violation of the procedural requirements for drawing up a report on the inspection of the scene of the incident and failure to enter information about the detected traces or objects into the report, which may lead to its recognition as unreliable.

The features of individual stages of the inspection of the scene of the incident (preparatory, working, final) are analyzed and outlined. It is noted that compliance with the specified stages ensures consistency in the study of the material situation and the detection of traces of the commission of a criminal offense.

Tactical techniques that contribute to the effectiveness of the inspection of the scene of the incident are outlined and the main methods and methods of the inspection are given.

It has been determined that the tactical principles of conducting an inspection are aimed at ensuring the timeliness, consistency and planning of the inspection of the scene of the incident, in particular, an objective and complete reflection of the inspected situation and objects, their recording in the protocol in the form in which they were discovered during this investigative (detective) action.
