Abstract

The article analyzes the relationship between the personnel and institutional components of the public management system in the context of crisis phenomena and situations. The following methods are used: theoretical analysis, system analysis, descriptive and analytical-synthetic. The functions are considered and crisis conditions are characterized in the context of the problems of transforming the political management system. The main characteristics of the crisis as a typical phenomenon of today are highlighted. The staged development of crisis phenomena in the sphere of politics is considered. The process of developing and making political decisions in conditions of uncertainty is studied on the basis of classical models of "bounded rationality" and "incrementalism". It is noted that the transformation of the political management system is manifested in a change in institutional mechanisms. It is argued that in conditions of crisis and time shortage, the incremental model of decision-making can serve as a "working" decision-making model due to its orientation to step-by-step actions and a limited number of possible alternatives. The role of political leadership in crisis situations is analyzed. The features of the joint effect of human resources and institutional structures in the management process are revealed: development of human resources potential, synergy, formation of human resources policy, ambivalent role of informal institutions. It is established that overcoming crisis phenomena can be ensured under the conditions of balanced mutual influence between the human resources and institutional structures. An indicative model of interaction between the personnel and institutional components of political management in times of crisis is proposed.
