Formation of Ukraine’s image in foreign policy through the prism of cultural diplomacy

The article examines the features of the formation of Ukraine’s international image in the context of the implementation of cultural diplomacy amid modern security challenges. The purpose of the study is to determine the role of cultural diplomacy as an instrument of foreign policy influence, and to analyze modern practices of its application, in particular in the context of Ukraine. The methodological basis comprises general scientific and specialized methods, in particular analysis and synthesis, a systematic approach, and comparative analysis, which enabled us to comprehensively reveal the essence of the phenomena under study. During the study, it was found that cultural diplomacy is one of the key tools for shaping a positive image of the state in the international arena, contributing to the spread of national values, identity, and cultural narratives. It is proven that in times of war, its functional purpose is transformed – from representative to strategic, aimed at consolidating international support and countering information threats. The current practices of Ukraine’s cultural diplomacy are analyzed, in particular, international cultural and artistic initiatives, digital communications, the activities of state and non-state actors, and mechanisms of cultural and educational interaction. Key problems in shaping the state’s international image are identified, including the lack of a holistic strategy, insufficient coordination among institutions, limited resource allocation, and the dominance of a reactive approach. The feasibility of implementing a systemic model of cultural diplomacy, which includes integrating key actors, developing institutional capacity, expanding the use of digital tools, and developing a holistic communication policy, is proven. The conclusion is that the effective use of cultural diplomacy contributes to strengthening Ukraine’s international position, increasing trust in the state, and forming a stable, positive image in the global space. Prospects for further research include an in-depth analysis of the mechanisms for integrating cultural diplomacy into the system of national security and strategic management.
