Abstract

The paper explores the theoretical and methodological principles of implementing a results-based management system for community police officers. The need to move away from the punitive vertical and the outdated service-oriented model is substantiated. It is established that the lack of scientifically sound KPIs is the main obstacle to objectively assessing the quality of police work and the level of public trust.

The purpose of the article is to develop theoretical and methodological principles that help implement key performance indicator systems for community police officers.

Methods. In the paper, the author uses the method of analyzing and systematizing key performance indicators in three areas: quantitative (based on statistics), qualitative (through an analysis of the level of trust and a sense of security) and partnership (through determining the effectiveness of interaction with local government bodies). Particular attention is paid to the process of digitalization of assessment and integration of the results of sociological surveys into the overall rating of a community officer. A phased algorithm for implementing the system is proposed, which includes pilot testing in communities, automation of data collection via tablets, and the use of KPIs as the basis for certification and bonuses.

Results. It is proven that the proposed model can be applied, which ensures transparency of police activities, and also allows to increase the motivation of personnel and strengthen the methods of partnership between law enforcement officers and community residents. Promising directions for further research are identified, using Big Data for automatic information processing and minimizing management time.
