Abstract

Strengthening integrity requirements in the public sector necessitates integrating international anti-corruption practices into the activities of national law enforcement institutions. The impact of compliance approaches on the transformation of models of official behavior and on the formation of internal norms to increase trust in authorities is of particular importance. The purpose of the study is to determine the specifics of the influence of international anti-corruption compliance on the formation and development of ethical standards of behavior among personnel of law enforcement agencies, as well as to substantiate directions for their improvement in the context of institutional changes. The research uses a complex of general scientific and special legal approaches, in particular, a systemic analysis to study the relationship between compliance mechanisms and service ethics, a comparative legal method to compare international and national practices, as well as a functional approach to evaluating the effectiveness of internal procedures for control and prevention of offenses. It is substantiated that implementing compliance tools contributes to the development of sustainable models of ethical behavior, reducing the risk of abuse and increasing transparency in management processes. It has been established that internal monitoring mechanisms, regular staff training, standardization of integrity assessment procedures and implementation of professional responsibility indicators play a key role. It has been proven that combining normative regulation with organizational measures ensures the stability of ethical guidelines and increases the efficiency of official activities. It is concluded that international anti-corruption compliance is an effective tool for modernizing law enforcement management systems, contributing to the consolidation of ethical principles and raising employees’ professional culture. The development of integrated control systems, the improvement of behavioral standards assessment procedures, and the strengthening of institutional responsibility are identified as promising directions.
