Abstract

Under the conditions of increasing social dynamics and intensifying challenges associated with the spread of violent practices, investigating the role of regional institutions as subjects in ensuring effective human rights protection, their institutional capacity, and mechanisms of influence on guaranteeing fundamental rights and freedoms gains particular scientific relevance. The regional level is the primary link in implementing human rights policy, as it is where direct interaction occurs between response entities and victims of violence. At the same time, the fragmentation of the institutional environment and insufficient coordination of actions among various actors reduce the effectiveness of existing protection mechanisms. This necessitates a systematic analysis of the institutional structure, interaction mechanisms, and performance of regional institutions.

The purpose of the article is to clarify the role of regional institutions in countering violent practices and restoring the effectiveness of human rights protection mechanisms by modeling their institutional structure, analyzing inter-institutional interaction, and evaluating operational performance.

The methodological basis of the research comprises the systems approach, institutional analysis, the structural-functional method, as well as modeling and generalization methods. The application of these methods allowed for the consideration of regional institutions as an integrated dynamic system functioning through the interconnectedness of structural and procedural components.

As a result of the study, a three-level analytical model was developed, encompassing the institutional structure of the system for countering violent practices, the mechanism of inter-institutional interaction, and an indicator-based model for evaluating the effectiveness of restoring legal protection mechanisms. It was established that a crucial factor for effectiveness is not only the presence of relevant institutions but also the level of coordination of their activities, the speed of information exchange, and the system's capacity for adaptive response.

The conclusions state that increasing the effectiveness of regional human rights policy is possible, subject to strengthening inter-institutional integration, implementing process-oriented interaction mechanisms, and utilizing indicator-based approaches to performance evaluation. The results obtained can be used to improve regional human rights protection strategies and develop practical recommendations for optimizing institutional operations.
