Specifics of managerial decisions made by law enforcement officers in the initiation of compromise

The aim of the article is to identify the specifics of managerial decisions made by law enforcement officers in the context of initiating compromise in conflict situations, as well as to generalize the factors that determine the choice of an appropriate model of professional response.
The methodological basis of the study combines general scientific and special research methods. The systemic approach is used to examine managerial decision-making as a complex phenomenon integrating legal, organizational, and communicative components. The formal-legal method is applied to analyse the limits of discretionary powers and the regulatory foundations of law enforcement conduct. The structural-functional method allows for determining the role of compromise within the system of professional response. Comparative and logical-analytical methods are used to generalize scientific approaches to related concepts and to identify problematic aspects of the study.
It is generalized that managerial decisions of law enforcement officers in situations involving the initiation of compromise are not reduced to the formal application of legal norms but are the result of a multifactorial assessment of the specific situation, risk levels, and behavioural characteristics of the parties involved in the conflict. It is established that compromise represents an element of the professional response system that does not negate the authoritative nature of law enforcement activity. It is determined that its implementation may take various organizational and communicative forms, while the managerial choice remains with the law enforcement officer. Groups of factors influencing decision-making are summarized, including legal, situational, and professional-ethical components.
It is concluded that the specifics of managerial decision-making in the studied context lie in the need to balance the requirements of legality, discretionary limits, and practical expediency of actions. It is substantiated that compromise is an acceptable instrument of professional response only when it ensures situational control and the achievement of law enforcement objectives. The effectiveness of managerial decisions depends on the ability to combine regulatory requirements with flexibility of response in conflict situations.
