Foreign experience in preventing hooliganism committed by children

Abstract

The article has a comprehensive criminological and legal investigation of foreign evidence of hooliganism committed by children. It is confirmed that child hooliganism is one of the most widespread forms of deviant behavior of minors, which negatively affects the state of public order, shaping the child’s peculiarity, rhubarb underlying malignancy and the underground criminogenic situation in the country. It was found that the daily manifestations of hooligan behavior in children are characterized by a high level of aggression, cruelty, demonstrative disregard for social norms and are often accompanied by bullying, violence, vandalism, use of information technologies to diminish other individuals and carry out group anti-social activities.

It has been said that the problem of child bullying is especially relevant in the minds of social instability, economic difficulties, the crisis of family care, the increase in negative information and the war. It was established that the outbreak of aggression against Ukraine significantly affected the psychoemotional state of children, fueled an increased level of anxiety, aggression, social maladaptation and increased deviant behavior among minors. In connection with this, of particular importance is the understanding of international awareness of the prevention of child abuse and the possibility of its adaptation to Ukrainian realities.

The main models of child abuse that occur in the countries of the European Union, the USA, Canada and Japan are analyzed. It has been determined that most of the guilty countries prioritize a preventive and social-health approach, direct attention to early detection of children from the risk group, minimization of criminal repression and security resocialization of minors. Significant respect is attached to the activities of the juvenile police, inter-household cooperation, the school mediation system, psychological support programs, mentoring and education justice

It has been established that the effectiveness of bullying prevention among children is ensured only through a comprehensive understanding of legal, social, psychological, pedagogical and organizational approaches. The aim of improving the juvenile prevention system in Ukraine is to strengthen the role of schools and families in shaping the legal behavior of children, and developing social adaptation programs minors, advancement of mediation mechanisms, expansion of psychological assistance for children who live in difficult living conditions, as well as increasing the effectiveness of interaction between law enforcement agencies, civil society regulations and social services.
