Modernization of Ukrainian banking legislation: political and legal discourse of European integration and challenges of wartime

Purpose. The article aims to provide a comprehensive analysis of the political and legal factors influencing the modernization of Ukrainian banking legislation under wartime conditions and to determine the impact of European integration processes on the transformation of banking regulation and financial supervision.Methods. The study is based on systemic-functional, comparative-legal, discourse-analytical, and formal-legal methods. The research uses the analysis of Ukrainian and EU legal acts, official reports of the National Bank of Ukraine, the European Central Bank, and international financial institutions.
Results. The study demonstrates that the full-scale war became a catalyst for accelerating banking reforms and implementing European regulatory standards. It is established that the modernization of banking legislation is carried out through strengthening financial stability, enhancing the institutional independence of the National Bank of Ukraine, and developing digital financial infrastructure.
Conclusions. It is concluded that the modernization of banking legislation is an integral part of Ukraine’s broader political and legal Europeanization. Wartime conditions accelerated the implementation of EU banking directives and deepened Ukraine’s integration into the European financial and legal space.
