Abstract

The article examines international negotiations as a multidimensional instrument of state image policy in the context of hybrid warfare. The transformation of negotiation processes under the influence of informational, cognitive, and reputational factors is highlighted. The aim is to conceptualize international negotiations as a mechanism for shaping the international image of the state, taking into account hybrid threats and the digital information environment.

The methodological framework is based on a combination of systemic, structural-functional, and communicative approaches, which makes it possible to consider negotiations as an integrated process of political interaction and construction of international perception of the state. An interdisciplinary analysis is applied, covering theories of international negotiations, international image studies, strategic communications, and digital diplomacy, as well as approaches to hybrid warfare as an environment of information confrontation.

The results indicate that international negotiations go beyond interest coordination and acquire the status of a mechanism for building the state’s reputational capital. Mediatization and digitalization increase the dependence of negotiations on public interpretation, turning them into an object of strategic communications. In the context of hybrid warfare, negotiations function under conditions of continuous information influence, where the management of narratives and reputational effects becomes crucial. The consistency of negotiation behavior, strategic communications, and digital diplomacy ensures the resilience of the state’s international image.

The conclusions confirm that international negotiations represent an element of an integrated system of foreign policy positioning, within which political, communicative, and reputational dimensions are interconnected. Conditions of hybrid warfare strengthen the importance of the informational component of negotiations, requiring further development of methodological approaches to analyzing their reputational consequences and mechanisms for protecting the state’s international image.
