Reintegration of De-occupied Territories: Potential Challenges

The aim of this article is to systematise and provide an analytical generalisation of the main challenges that may arise in the process of reintegrating Ukraine’s de-occupied territories during the post-war reconstruction phase.
The research is based on systemic and interdisciplinary approaches, as well as methods of conceptual analysis and typologisation. Logical-analytical structuring is applied to the prospective reintegration of de-occupied territories as an integral component of Ukraine’s post-war reconstruction.
The article identifies ten groups of potential challenges associated with the reintegration of Ukraine’s de-occupied territories: political and institutional, security-related, social, humanitarian and psychological, informational and identity-related, economic, legal, infrastructural and environmental, geopolitical and international, as well as value-normative challenges. It is demonstrated that these groups are analytically distinct, yet empirically interrelated and prone to mutual reinforcement. In addition, cross-sectoral challenges are identified, including potential asymmetries in the development of de-occupied territories, resource constraints, and difficulties of multi-level governance. It is argued that the reintegration of de-occupied territories will constitute a complex process of simultaneously managing security, institutional and social risks under conditions of parallel post-war reconstruction and the European integration adaptation of Ukraine.
The proposed typology is analytical in nature and not exhaustive; however, it enables a systematic understanding of future reintegration processes as a multidimensional form of post-conflict governance characterised by multiple potential challenges. It is emphasised that the effectiveness of post-war reconstruction will depend on the state’s capacity to manage interrelated challenges, ensure coordination within multi-level governance structures, and prevent their escalation.
