Abstract

The functioning of the presidency of Ukraine in conditions of martial law becomes crucial for ensuring the continuity of state administration, coordinating the activities of government bodies, and implementing the state's foreign policy. The article is devoted to the analysis of the features of the exercise of the President of Ukraine’s powers in conditions of full-scale armed aggression by Russia, as well as to the study of Romania's role in the international system of support for Ukraine. Particular attention is paid to the transformation of the functions of the head of state in the fields of security, international diplomacy, humanitarian aid coordination and interaction with international partners. To achieve the set goal, a set of theoretical research methods was used, in particular, analysis, synthesis, abstraction, induction and deduction, which enabled a comprehensive study of the President of Ukraine's activities in conditions of martial law and the determination of the features of Ukrainian-Romanian cooperation. As a result of the study, it was established that in conditions of war, the activities of the head of state are characterized by the strengthening of coordination functions in the field of national security, foreign policy, legislative support and international communication. It has been determined that presidential diplomacy has become a key tool for attracting international assistance and support for Ukraine at the interstate level. The article proves that Romania is an important partner of Ukraine in the Black Sea region, as it provides political support, participates in humanitarian aid, promotes the transit of Ukrainian exports, and supports the development of energy cooperation and the strengthening of regional security. It is established that Ukrainian-Romanian interaction covers political, humanitarian, energy and logistical areas and is an important factor in maintaining the stability of Ukraine's state institutions in conditions of martial law. The study's generalization showed that the full-scale war led to the transformation of the functions of the presidency of Ukraine and to the strengthening of the role of international diplomacy in the system of public administration. It is determined that Ukraine's cooperation with Romania contributes to strengthening regional stability, expanding international support and the formation of new mechanisms of security cooperation in Eastern Europe.
