Abstract

The article provides a comprehensive study of the current state and prospects for deepening relations between Ukraine and the Association of Southeast Asian Nations (ASEAN) in the context of geopolitical transformations caused by full-scale Russian aggression. It analyzes the evolution of the conceptual foundations of Ukrainian diplomacy, specifically the introduction of the “New Horizons Policy” and the implementation of the MFA's Asia Strategy as key instruments for diversifying the state's external relations. Central to the work is the analysis of the policy paper “Ukraine-ASEAN: Vision of Cooperation” (2024), which serves as a strategic roadmap for the institutionalization of interaction. The article examines in detail key areas of sectoral cooperation, including food and energy security, trade intensification, the development of digital innovations (based on the example of the “Diia” and “Trembita” platforms), and the enhancement of socio-cultural exchange. Particular emphasis is placed on the areas most relevant to Ukraine – demining and disaster management – where the unique experience of ASEAN member states holds high potential for practical application under wartime conditions. The stages of institutional rapprochement are explored, specifically Ukraine's accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), the obtainment of observer status in the ASEAN Inter-Parliamentary Assembly (AIPA), and the role of academic platforms such as the Center for ASEAN Studies. The conclusions substantiate that the transition from episodic contacts to a systemic partnership and the acquisition of Sectoral Dialogue Partner status is a necessary condition for strengthening Ukraine's position on the world stage. It is emphasized that strategic cooperation with ASEAN will contribute not only to economic development but also to securing long-term political support for the sovereignty, security and territorial integrity of Ukraine.
