Municipal programs of support for war veterans as a tool for implementing veteran policy by local government bodies

The article is devoted to the issues of municipal programs to support war veterans as a tool for implementing veterans' policy by local governments.
The purpose of the article is to substantiate the issues of the implementation by local governments of the powers to adopt municipal programs as a means of supporting war veterans and as a tool for implementing veterans' policy.
In the process of research, general philosophical, general scientific, special and proprietary methods of law were applied. The main method was the dialectical and hermeneutic, systemic, formal-logical (dogmatic) method, etc. The method of analysis and synthesis allowed to generalize scientific approaches and form a holistic vision of the issues of the implementation by local governments of the powers to adopt municipal programs as a means of supporting war veterans.
The conclusion is made that the adoption and implementation of programs to support war veterans is one of the key areas of activity of local governments in the field of veterans' policy. Municipal programs take into account the specific needs of war veterans in a specific community or region. Through the relevant programs, local governments enable the implementation of measures in the field of social support and reintegration of this category of citizens.
It was determined that today, five-year municipal programs to support war veterans are operating in a number of rural, settlement, city communities and at the level of district and regional councils. Regional programs to support war veterans and their family members have been approved in 23 regions of Ukraine, except for Luhansk region. An analysis of the programs to support war veterans approved during 2024-2026 indicates the gradual formation in Ukraine of a unified approach to ensuring the reintegration of veterans both at the local and national levels.
Despite the differences in financial capabilities and priorities of specific communities, the content of such programs demonstrates the consistent inclusion of the main areas of reintegration of war veterans: social protection, psychological and medical rehabilitation, professional adaptation, promotion of employment and veteran entrepreneurship, provision of housing, development of veteran sports, support for public activity and commemoration of the fallen Defenders of Ukraine.
