Conceptual foundations of anti-doping policy and its role in shaping the international image of the state

Abstract

The article examines the conceptual foundations of anti-doping policy as a component of the modern sports governance system and as a factor influencing the international image of the state. It is substantiated that the fight against doping is not limited to control over the use of prohibited substances and methods, but includes legal, ethical, organizational, educational and communication mechanisms aimed at supporting the principles of fair sports competition. The article defines that compliance with WADA international anti-doping standards and the provisions of the UNESCO International Convention against Doping in Sport is an important condition for trust in the national sports system. Special attention is paid to the role of national anti-doping organizations, in particular the National Anti-Doping Center of Ukraine, in preventing violations, organizing educational activities, providing information support to athletes and ensuring that national practice corresponds to international requirements. It is proved that an effective anti-doping policy has a positive impact on the reputation of the state, as it demonstrates its legal culture, responsibility to the international sports community and ability to maintain the values of clean sport. It is concluded that anti-doping policy should be considered not only as an instrument of sports control, but also as an element of public policy and state soft power.
