E-Democracy as a Component of the State’s Digital Policy: Administrative and Legal Aspect

Abstract

The article examines the essence and role of electronic democracy in the context of the modern digital policy of the state, focusing on its administrative and legal regulation and its influence on public governance. It analyzes the approaches of domestic and foreign scholars to defining e-democracy as a form of interaction between government and citizens through the use of information and communication technologies. The normative and legal foundations for introducing electronic democracy in Ukraine are explored, along with the key directions of its development aimed at enhancing transparency and accountability within state institutions. The technological and political-legal aspects of e-democracy are highlighted. The technological aspect includes the implementation of e-participation tools (e-petitions, electronic voting, online discussions of draft regulations), while the political-legal aspect involves fostering and supporting democratic culture, legal awareness, and partnership-based interaction between citizens and the state. The significance of international experience and recommendations regarding the regulation of digital processes is revealed, with a view to strengthening democratic principles and proper administrative practice.

Based on a comparative analysis, possible ways to improve electronic democracy are identified, including the modernization of e-government, the introduction of an e-parliament and e-voting, as well as broader public-awareness campaigns. The prospects for developing e-democracy in the context of more effectively realizing citizens’ rights and freedoms and improving the quality of public services are outlined. It is concluded that a systemic and interdisciplinary approach is necessary for the comprehensive implementation of the state’s digital policy and to ensure the sustainable development of democratic institutions.
