Political Mediation in Shaping Ukraine’s Post-War Recovery Strategy

The article explores political mediation as a strategic mechanism in shaping Ukraine’s post-war recovery agenda, emphasizing its role in promoting sustainable governance, conflict resolution, and institutional resilience. The purpose of the research is to assess the potential of political mediation in overcoming socio-political fragmentation, strengthening consensus among state authorities, civil society, and international actors, and ensuring the coherence of national reconstruction priorities.
The methods applied are grounded in a combination of systemic and institutional approaches, comparative and structural-functional analysis, and case study methodology. This methodological framework made it possible to identify the specific characteristics, functions, and outcomes of political mediation in both domestic and international post-conflict contexts.
The results demonstrate that political mediation functions as a communicative and coordinating tool within the process of post-war recovery. It fosters dialogue between political institutions and social groups, mitigates polarization, and contributes to the establishment of a stable political environment necessary for the effective implementation of public reforms. The findings indicate that the success of Ukraine’s reconstruction strategy depends not only on financial and administrative capacity but also on the quality of political communication, transparency of decision-making, and mutual trust between government and society. The research also highlights the relevance of international experience, particularly the practices of inclusive dialogue, participatory governance, and reconciliation processes used in other post-conflict states, which may serve as adaptable models for Ukraine.
The conclusions substantiate that political mediation should be institutionalized as an integral element of Ukraine’s public policy framework, enhancing strategic coordination and social cohesion. It represents a vital component of democratic governance that ensures a balance between national interests, civic participation, and international cooperation. The study proposes practical directions for embedding political mediation within the system of public administration — establishing a national dialogue platform, promoting a culture of negotiation, developing professional mediation training, and strengthening multilateral partnerships to support Ukraine’s long-term recovery and political stability.
