State regional policy for the restoration and development of deoccupied territorial communities

The article examines the transformation of the state's regional policy in the context of the renewal and development of the deoccupied territorial communities of Ukraine. Institutional pressures related to the reorganization of the central bodies of the Viconnaval government have been analyzed, and the need for a transition from a hierarchical management model to coordination
The research was based on the analysis of current transformations of the state regional policy following the renewal of deoccupied communities, identified institutional breakdowns in the management and organization system adaptive model of territory reintegration.
The work has developed methods for systemic analysis of the institutional structure of state government, the upgrading of management models and the method of strategic forecasting for the development of stages of decentralization in the deoccupied territories.
It was revealed that frequent reorganization of ministries led to the erosion of staffing capacity and loss of personnel potential in regional politics. It is argued that effective modernization will require a differentiated approach: from encouraging farming in small communities to assessing the effectiveness of modernizing industrial centers. The importance of using digital platforms (DREAM) to ensure the vision of the future is brought to light.
An adaptive model of the state's regional policy has been proposed, which transfers short-term centralized control (the military administration) to stabilize the situation and stepwise decentralization through visionary elections and renewal of the administrative-territorial structure. The foundation of the renovation is to strengthen the possibility of de-occupying territorial communities and obtaining the burghers before the vaunted decision “from below to the mountain.” The authorities emphasized that the future possibility of deoccupied communities will depend on the creation of a single national framework for renewal, preparation of a professional personnel reserve and promotion of reintegration tools.
