Abstract

Introduction. Increasing the participation of local residents in resolving municipal issues is one of the priority areas for local policy development. In contemporary public discourse, there is a growing perception of citizens` disinterest in political and social activity, which has negative implications at all levels of public authority. Existing participatory tools are often not perceived as real ways of influence decision-making. As a result, the distance between public authorities and the community is increasing, which undermines trust in institutions and reduces the effectiveness of local governance. At the same time, the local level remains the most favorable environment for overcoming the crisis of participation, as it is the closest to citizens and their everyday needs.

The purpose of this article is to examine local initiative as a tool for implementing the principle of democracy at the municipal level of governance, as well as to identify directions for improving the regulatory and legal support and practices of interaction between local self-government and the public.

Summary of the main results of the study. The article analyzes the theoretical, legal, and interdisciplinary foundations of activating the participation of residents of territorial communities in addressing issues of local significance.

According to the author, the formation of an initiative-based community requires consideration not only of regulatory and legal participation mechanisms, but also of factors influencing citizens' motivation, their level of trust in local authorities, and their willingness to cooperate.

Of particular importance is the combination of legal regulation with the development of human, organizational, and social capital within the community, which creates the foundation for meaningful participatory democracy.

Conclusions. The implementation of the principle of democracy at the local level is impossible without the establishment of initiative-based and partnership-oriented interaction between local self-government and the public. The development of the initiative is linked not only to purely legal characteristics, but also with social, economic, cultural, and psychological factors. Including trust in public authorities, legal culture, the capacity for self-organization, and the readiness of local governments to perceive citizens as full partners in the development and implementation of municipal policy.

It is the combination of legal mechanisms with value-based and institutional prerequisites that forms the basis for effective realization of democracy at the level of the territorial community. Public involvement in the development and implementation of local policy should rely on a comprehensive approach that includes regulatory and legal support, financial mechanisms and guarantees, human resource development, as well as transparency and effective public oversight.
