Administrative and legal principles of professional training of police officers in higher education institutions of the Ministry of Internal Affairs of Ukraine

The article provides a comprehensive study of the administrative and legal principles of professional training of police officers in higher education institutions of the system of the Ministry of Internal Affairs of Ukraine as an important element of staffing support for the National Police. It is emphasized that in the context of the reform of the law enforcement system, as well as modern security challenges, particularly during the period of martial law, the formation of a high level of professional competence of police officers becomes especially important, which directly depends on the effectiveness of the organization of their professional training.
The essence and content of professional training of police officers are analyzed and considered as a continuous, purposeful, and organized process of forming, updating, and improving professional knowledge, skills, and abilities necessary for the proper performance of official duties. It is determined that the system of professional training of police officers has a comprehensive character and includes initial professional training, education in higher education institutions with specific learning conditions, advanced training, postgraduate education, and in-service training.
Special attention is paid to the role of higher education institutions of the system of the Ministry of Internal Affairs of Ukraine in shaping the professional competence of future police officers, developing their legal culture, moral and ethical qualities, psychological resilience, and practical skills of law enforcement activity. The importance of combining theoretical training with the practical component of education is emphasized, which involves the use of modern methods and forms of the educational process, including trainings, simulation of service situations, practical training, and internships in police units.
It is substantiated that the administrative and legal regulation of professional training of police officers is a necessary condition for ensuring the effective functioning of the personnel training system for the National Police of Ukraine. It has been established that further improvement of this system should be carried out taking into account the modern needs of law enforcement activities, the introduction of innovative educational technologies, and the use of best international practices in the training of law enforcement personnel. It is concluded that the effective organization of professional training is an important prerequisite for the formation of a highly professional police personnel potential, improving the quality of performance of official duties, and strengthening public trust in law enforcement agencies.
