Role of the penal system in ensuring urban resilience under wartime conditions

The article examines the role of the penal system as a key element of urban security infrastructure under martial law. It emphasizes that the traditional function of the system, which consists in implementing state criminal policy and isolating offenders, expands significantly in crisis conditions. Correctional institutions perform not only the function of executing sentences but also play stabilizing and preventive roles, ensuring control over criminogenic risks, maintaining public order, and integrating into the civil protection system.
The analysis highlights the main challenges faced by the penal system during wartime: physical danger to institutions due to shelling and infrastructure destruction, difficulties in evacuating prisoners and staff, shortages of essential resources such as medicines, food, and energy supply, violations of human rights caused by extraordinary detention conditions, reduction of personnel capacity due to mobilization and psychological strain, as well as risks of destabilization in places of detention, including riots and escapes. It is determined that these factors directly affect the overall level of urban security and resilience, undermining social stability, increasing criminogenic threats, and creating additional pressure on municipal infrastructure and governance systems.
Special attention is given to the role of state policy and managerial decisions, which must be adapted to wartime conditions and integrated into urban resilience strategies. Among the key directions highlighted are the improvement of regulatory and legal frameworks governing the activities of correctional institutions during martial law, the development of evacuation and relocation mechanisms, the implementation of crisis management practices, the digitalization of administrative processes, and the strengthening of interagency cooperation with local authorities, police, and emergency services. It is demonstrated that the effective functioning of the penal system during wartime is not only a matter of implementing criminal policy but also a crucial factor in maintaining social stability, economic sustainability, humanitarian security, and the overall resilience of the city.
The purpose of this study is to provide a comprehensive understanding of the role of the penal system during wartime as an integral part of urban security infrastructure and to develop recommendations for improving its functioning.
The practical significance of the work lies in the possibility of applying the proposed conclusions to the development of state policy, managerial decisions, and strategies for the advancement of the penal system under conditions of war.
