An Analysis of the Effectiveness of International Cooperation in Implementing Government Communication Strategies (using the National Accessibility Strategy and Its Communication Component as an Example)

This article analyzes the effectiveness of international cooperation in the implementation of state communication strategies, using the National Accessibility Strategy and its communication component as an example. The institutional and strategic foundations of its implementation are examined, and the role of the communication component as a tool for integrating state policy into the public and international spheres is identified. It is established that the implementation of the Strategy is based on a multi-level management system that combines strategic, operational, and communication mechanisms.
The main mechanisms of international cooperation have been systematized, including institutional and coordination, financial and donor, expert and advisory, information and communication, European integration, and public diplomacy mechanisms. It has been demonstrated that international partners perform not only resource-related functions but also methodological and managerial ones. At the same time, it has been established that international cooperation is predominantly project-based and fragmented in nature, which limits its strategic potential.
The study concludes that there is a need to transition to an institutionalized model of international partnership and to strengthen the role of communication strategy as a tool for European integration and public diplomacy.
