Use of digital technologies by civil society organizations for monitoring human rights violations in the context of armed aggression

In the context of armed aggression, ensuring systematic monitoring of human rights violations becomes particularly important, leading to increased use of digital technologies by civil society organizations. The digitalization of human rights activities transforms approaches to data collection, verification, and dissemination, enhancing the responsiveness to violations. At the same time, there is a growing need for a scientific understanding of the functional capabilities of such technologies and for assessing their effectiveness under conditions of heightened risks. The relevance of the study is determined by the necessity to systematize digital tools and define their role in building an evidence base. The purpose of the article is to provide a comprehensive analysis of the use of digital technologies by civil society organizations to monitor human rights violations in the context of armed aggression. The methodological framework of the study includes general scientific and specialized methods, in particular analysis and synthesis, classification, comparative analysis, and the modeling method to generalize the processes of using digital technologies. The study classifies the digital technologies used in monitoring activities, identifies their functional capabilities, and evaluates their effectiveness against key criteria. It is substantiated that the most effective technologies are those that combine rapid data collection with capabilities for verification and analytical processing. An algorithm for the use of digital technologies in monitoring human rights violations has been developed, which reflects the sequence, interconnection, and cyclical nature of the main stages of this process, including the control of data reliability and security. It was established that digital technologies provide a comprehensive infrastructure for monitoring the activities of public organizations, ensuring their effectiveness and scalability. At the same time, the use of innovative tools entails risks to data reliability and cybersecurity, which require a comprehensive approach to their use. The results obtained can be applied to improve the practices of civil society organizations and enhance the quality of documentation of human rights violations. Prospects for further research include integrating intelligent digital solutions and developing standards to ensure the reliability of information processes.
