International cooperation as a tool for implementing state communication strategies

The article examines the relationship between state strategic planning, communication strategies and international cooperation in the public administration system of Ukraine in the context of the transformation of public administration, European integration processes and strengthening of the state's foreign policy interaction. It is substantiated that the modern strategic planning system of Ukraine is characterized by fragmentation, insufficient institutional coordination, lack of a clear hierarchy of strategic documents and weak integration of the communication component into the process of implementing state policy. It has been established that most communication strategies are auxiliary or declarative in nature and do not provide adequate informational support for state reforms and strategic development priorities.
In the course of the study, an analysis of current state and communication strategies of Ukraine, normative legal acts, by which they are approved, was carried out, and their functional affiliation to certain spheres of state policy was determined.
It has been proven that international cooperation in modern conditions is not only a source of financial, technical and expert support, but also an important mechanism for the implementation of strategic communications. It was determined that through diplomatic, intergovernmental, digital, information and multilateral communication mechanisms, coordination of policies, formation of common narratives, promotion of state interests and integration of Ukraine into the international political and information space are ensured.The scientific novelty of the study consists in the comprehensive substantiation of the role of international cooperation as a component of the state's strategic communications system, as well as in the systematization of communication mechanisms for the formation of international partnerships according to their functional purpose, implementation tools, and management functions. An approach to considering communication strategies as an integrated element of state strategic planning and an institutional mechanism for ensuring the effectiveness of state policy is proposed. The necessity of forming a coherent, coordinated and institutionally integrated system of strategic communications, focused on international standards, digitalization and ensuring long-term priorities of the state's development, is substantiated.
