Abstract

The purpose of this study is to conduct a comprehensive analysis of the roles of international organisations and civil society in resolving armed conflicts and fostering sustainable peace. Particular attention is paid to identifying partnership mechanisms that ensure a balance between the institutional stability of global structures and the flexibility of local initiatives in the processes of peacebuilding and restoration. The work employs systemic, comparative, legal, institutional, and structural-functional methods, which enabled us to reveal the evolution of theoretical approaches to understanding the role of international and public actors in peacebuilding. The principles of interdisciplinary analysis were employed, combining elements of political science, law, sociology, and management studies. The source base comprised official reports from international organisations (UN, EU, EBRD, UNDP, ICRC), analytical documents from Ukrainian non-governmental organisations, as well as scientific publications from 2020 to 2025, focusing on the issues of peacebuilding and post-conflict management. The study demonstrated that the modern paradigm of conflict resolution is shifting from a state-centric model to a multi-level system of global governance, in which international organisations and civil society are recognised as equal partners. It has been established that the Ukrainian experience from 2022 to 2025 demonstrates the effectiveness of combining three models of cooperation: participatory governance, network governance, and institutional governance. This hybrid model ensures the complementarity of functions: international institutions establish the regulatory framework and provide the financial and organisational basis, while public organisations infuse the processes with local content, contributing to the transparency, accountability, and social legitimacy of peace initiatives. Based on an analysis of the practice of interaction in the fields of humanitarian aid, human rights protection, war crimes documentation, and post-war reconstruction, several recommendations have been formulated to enhance the effectiveness of partnerships. The results obtained have practical significance for the development of national strategies for peace settlement and reconstruction, as well as for improving the activities of international institutions in crisis regions. The proposed model of cooperation can serve as a reference for other countries experiencing armed conflicts, particularly in the creation of sustainable, multi-level governance systems based on the principles of partnership, inclusiveness, and legal responsibility.
