Political and socio-informational sustainability in the digital age: local potential of cyberdiplomacy

Purpose: To establish the potential for cyber resilience based on the practices of modern cyber diplomacy within the framework of the development of public digital communication systems.Methods: The article uses a comprehensive methodology that includes a theoretical analysis of the scientific literature aimed at studying cyber diplomacy in the context of ensuring socio-informational resilience in the digital age, as well as methods of generalization and comparison to clarify the opportunities and difficulties in implementing the local potential of cyber diplomacy in ensuring political resilience. Results: The article examines the justification of the needs of socio-informational sustainability of public communities, which emphasize the potential of cyber diplomacy as a special type of international interactions at the official and unofficial levels in the digital environment. Attention is focused on the growing importance of "middle-level" actors who can interpret the functionality of diplomatic dialogue in a constructive way. Emphasis is placed on the development of a national system of cyber diplomacy, which determines the need to build a digital institutional network of public communication of official and unofficial spokespeople. The meaning of socio-informational sustainability is revealed, which emphasizes the importance of promoting the development of a society capable of maintaining social cohesion, promoting equal access to information, and ensuring the positive contribution of cyber knowledge to social well-being. The functions of cyber diplomacy in a broad sense are argued within the framework of the tasks of strengthening the social structure and increasing sustainability in the context of the use of manipulative strategies. It is emphasized that the development of digital socio-political resilience requires strategic planning, inclusive policies and promotion of a culture of political cyberparticipation. The impact of the ability of democratic elites and leaders to effectively, accurately and transparently communicate publicly in the digital space on public trust and engagement is substantiated. It is concluded that public communication initiatives and practices within the framework of modern diplomatic contacts require constant support for the agenda desired for a particular country in the digital space. Conclusions: International cooperation and knowledge exchange based on cyber diplomacy increase socio-informational resilience, allowing specific societies to learn from innovative global experiences and adapt innovative solutions to local conditions.
